Essential duties will include maintaining and enhancing databases, improving internal reporting and analysis tools, and providing high-level analysis to support the strategic decision-making of the department. <br>Primary position responsibilities will include continuous improvement of programs, maintenance of the asset management program, GIS programs, and related software. This position will be responsible for leading and directly managing staff within the Public Works Administration Division.<br><br><strong>This description covers the most significant essential and auxiliary duties performed but does not include other occasional work which may be similar, related to, or logical assignment to the position.</strong><br><br><strong>The job description does not constitute an employment agreement between the employer and the employee and is subject to change by the employer as the needs of the employer and requirements of the job change.</strong><br> <strong>Essential Job Functions</strong><br><strong>ESSENTIAL JOB FUNCTIONS:</strong><br><br>Serves as the liaison between the City and various committees, teams, panels and community partners. <br>Serves as the City representative for contracted consultants, vendors, etc. during development and implementation of various phases of projects.<br>Works with vendors and staff in the development of various computerized programs. Oversees implementation, configuration, and testing of programs.<br>Plans, organizes, controls, integrates, and evaluates the work of the City's various Asset Management Programs. <br>Ensures the implementation of processes and practices are in support of program best practices and are synchronized with the City's GIS program.<br>Establishes advanced user support including routine to complex troubleshooting and system and data maintenance for asset data analysis, works closely with Information Technology (IT) and GIS to evaluate responsibility for addressing specific requests. Ensures successful integration of CMMS with other systems and relevant databases.<br>Develops and provides in-house training program manuals on Asset Management, CMMS, ArcGIS, and other relevant software applications. Provides guidance, training and support to management and end users in the operation, use and capabilities of the CMMS.<br>Coordinates with Public Works staff (and other City staff) to develop functional configurations within the asset data software program to efficiently and accurately enter data into the system and to generate standard and ad hoc reports.<br>Directs and researches EAM and CMMS needs; monitors the performance of asset data software and hardware and recommends improvements. Manages hardware and software upgrades in the CMMS.<br>Performs complex analysis to develop standard operating procedures for report generation, quality control procedures, process improvements and other tasks within the CMMS user groups.<br>Develops and provides technical and non-technical training and guidance concerning work procedures. Plans and assigns work. Monitors and approves work for completion and conformance with quality and other department standards.<br>Oversees and ensures quality control of data within the various CMMS to ensure accuracy of all data within the systems and develops and implements corrective action as necessary.<br>Performs complex system administration including evaluating, troubleshooting, and managing all Asset Management and GIS related systems.<br>Develops and supports online reporting tools and dashboard technologies.<br>Manages the development of reports and information; works with management and users to understand business processes and reporting requirements.<br>Develops documentation for technical and business requirements as well as detailed design specifications.<br>Establishes and maintains professional networks and attends training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.<br>Develops and prepares comprehensive reports; makes effective presentations to a variety of groups and organizations, including City Council, City committees and commissions, and other government and advisory boards and agencies; facilitates workshops with departments, committees and other related entities involved in various Department initiatives.<br>Develops, manages, and monitors the budget for the assigned budget area. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions.<br>Complies with safety requirements of the position and actively promotes safe work practices.<br>Directly manages all team members, including training, assigning, and directing work, evaluating performance, disciplining as necessary, and addressing employee <br><br>concerns and grievances.<br>Provides team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions, or special assignments.<br>Participates in the recruitment of new employees, including interviewing and making hiring recommendations or decisions and compensation recommendations.<br>Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related <br><br>duties.<br>In an emergency event or an officially declared State of Emergency, responds as directed to ensure the continuance or restoration of essential public services, facilities, and infrastructure.<br>May serve as a member of various employee committees, perform general office duties and other related duties as assigned.<br>This position may require the use of a City vehicle to attend meetings, trainings, etc.<br><br> <strong>Qualifications</strong><br><strong>JOB QUALIFICATION REQUIREMENTS</strong><strong>:</strong><br><br><strong>MANDATORY REQUIREMENTS:</strong><br><br>Bachelor's Degree in a relevant field (e.g. Data Science, Applied Science, Engineering, Information Technology, Computer Science, etc.).<br>Eight (8) years combination of experience in data management, or a related field, and experience in GIS-related software, GIS-database management, GIS-programming, etc., with at least two (2) of those years having increasingly independent supervisory duties.<br>Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.<br>Requires demonstrated knowledge of and ability to analyze and use GIS software applications (ESRI), CAD (AutoDesk), and related database systems.<br><strong>DESIRABLE REQUIREMENTS:</strong><br><br>For desirable requirements to be considered, one must have met the mandatory requirements noted above:<br>Four (4) years of verifiable work experience in a municipal (city/county) government work environment. and an understanding of municipal utility infrastructure systems.<br>Four (4) years of experience in a position with increasingly independent supervisory duties.<br>Experience with government specific software systems (SCADA, ArcGIS, SQL-based Utility Billing, AMR, etc.).<br>Experience managing the enforcement of regulatory compliance (i.e.: CJIS, PCI, HIPAA, GDPR, etc.) and/or cybersecurity framework standards (i.e.: NIST, ISO, SOC2, NERC-CIP, etc.)<br>Demonstratable experience managing projects for software/hardware migration and implementation.<br>Certification as a GIS Professional (GISP).<br>Institute of Asset Management (IAM) certification.<br><strong>SPECIAL REQUIREMENTS / LICENSES:</strong><br><br>The position requires employees to operate a motor vehicle in the course of their position.
