Job Summary

This position is responsible for developing, modifying, and maintaining employment practices, policies and procedures to support regulatory processes and compliance for the enterprise consulting with the enterprise on federal, state and local EEO laws (i.e. Affirmative Action (AA), Title VII, ADA, ADEA, FMLA, FLSA and immigration law) ensuring compliance with such laws; evaluating selection criteria for reductions in force; supervising staff; providing applicable HR Regulatory Compliance training; partnering with Legal, Corporate Compliance and other business units to resolve issues.

This position is responsible for direct management of HCSC's Affirmative Action Program (AAP), Administrative Charges and HCSC’s Immigration program and serving as corporate liaison with local, state, or federal agencies.

Required Job Qualifications:

  • Bachelor’s degree in business administration, Human Resources or related field and at least 5 years of professional experience in HR, Legal or Compliance roles managing employment compliance programs; or 9 years of experience in HR Compliance.
  • 1 year of management or leadership experience.
  • Advanced skills in Microsoft Office Suite (e.g., Outlook, Excel, PowerPoint) and functional knowledge of HRIS system data and reporting.
  • Experience leading cross‑jurisdictional, cross‑functional projects that translate legal requirements into practical, scalable business operations.
  • Proven ability to interpret complex data and legal information and convey it clearly and concisely.
  • Investigation experience including planning, document requests, and witness interviews.
  • Demonstrated success independently planning and executing work to meet deadlines in a fast-paced environment.
  • Excellent attention to detail and strong data analytic skills and project management skills.
  • Strong understanding of federal and state employment laws and regulations, including Title VII, ADA, FMLA, and FLSA.
  • Ability to manage multiple projects and activities simultaneously, with a strong ability to prioritize, organize and work effectively with minimal supervision.
  • Experience working with in-house and external counsel.
  • Ability to work independently as well as in a team environment.
  • Ability to communicate effectively with all stakeholders, management, and attorneys to ensure a seamless response to new compliance obligations.
  • Ability to meet deadlines.
  • Ability to use discretion and exercise independent and sound judgment; deals courteously/effectively with others.
  • Ability to handle sensitive matters and maintain confidentiality.
  • Flexibility to adjust hours and work the hours necessary to meet operating and business needs.

Preferred Job Qualifications:

  • Minimum of 2 years of experience drafting position statements in response to EEOC/state agency charges.

The compensation offered will vary depending on your job-related skills, education, knowledge, and experience. This role aligns with an annual incentive bonus plan subject to the terms and the conditions of the plan.

Base Pay Range $92,700.00 - $167,500.00. Exact compensation may vary based on skills, experience, and location.
