Job Description


We are seeking a highly motivated and experienced Capture Manager to lead business development and capture activities for the Transportation Security Administration’s (TSA) checkpoint and checked baggage programs. Primary focus will be Electronic Baggage Screening Program (EBSP) 2.0—the next-generation checked baggage screening modernization initiative.

The Capture Manager will be responsible for shaping the pursuit strategy, developing key customer relationships, and positioning the company for success in upcoming TSA, airport, and airline opportunities related to checked baggage and security screening technologies. This role requires a blend of business acumen, federal acquisition expertise, and deep understanding of TSA’s mission, processes, and procurement approach.

Responsibilities

  • Essential functions
  • Develop and Execute Capture Strategy: Lead the full capture lifecycle from opportunity identification through proposal submission for EBSP 2.0 and related TSA/airport initiatives.
  • Customer Engagement: Build and maintain trusted relationships with TSA program offices, contracting officers, airports, and airlines to anticipate needs and align solutions.
  • Competitive Intelligence: Analyze market trends, competitor capabilities, and upcoming TSA/airport procurements to refine win strategies and value propositions.
  • Teaming & Partnerships: Identify, evaluate, and negotiate teaming arrangements, partnerships, and subcontractor roles to strengthen proposal competitiveness.
  • Solution Alignment: Work with engineering, product, and program teams to ensure technical offerings and service solutions align with TSA’s next-generation baggage screening requirements.
  • Proposal Development: Collaborate with proposal and pricing teams to develop compliant, compelling, and differentiated proposals that address customer priorities.
  • Internal Coordination: Coordinate with internal stakeholders—including executive leadership, operations, finance, and contracts—to ensure alignment on capture priorities and investments.
  • Briefing & Reporting: Prepare capture status updates, gate reviews, and executive briefings for senior leadership.

Job duties to include but are not limited to;

  • Collaborate with customers (airport authorities, airlines, TSA airport leadership) to understand operational requirements and translate them into tailored technical solutions
  • Lead business development and capture strategies focused on checkpoint and checked baggage technology opportunities, including third-party gifting initiatives.
  • Serve as the voice of the customer, shaping technical solutions to align with TSA requirements and influence procurement actions.
  • Represent the company in engagements with Federal Security Directors (FSDs), Assistant FSDs (AFSDs), airport authorities, and airline partners to advance business objectives.
  • Collaborate across departments to drive initiatives in open architecture, remote screening solutions, and detection system integration at checkpoints and in baggage areas.
  • Provide input and strategic guidance on pilot programs, ensuring alignment with customer mission needs and future roadmap.
  • Represent the company at tradeshows, industry events, stakeholder meetings, and TSA-hosted industry days to promote solutions and strengthen relationships.


Qualifications


Required :

  • 7+ years of experience in business development, capture management, or program management supporting federal customers.
  • Proven experience with TSA, DHS, or aviation security programs, ideally in baggage or checkpoint screening.
  • Strong understanding of federal acquisition lifecycle, TSA procurement processes, and airport project environments.
  • Demonstrated success leading complex capture efforts ($50M+).
  • Excellent communication, presentation, and relationship-building skills across government and industry stakeholders

Preferred:

  • Background in checked baggage systems, screening technologies, or airport infrastructure projects.
  • Experience with prime contractor capture efforts on TSA EBSP or similar programs.
  • Knowledge of airline and airport operations, including baggage handling systems (BHS).
  • Active or previous DHS/TSA security clearance a plus.

Education Requirements:

  • Bachelor’s degree in business, Engineering or related field (MBA or equivalent experience preferred)

The compensation for this position ranges from $84,000 - $126,000/yr and will vary depending on factors such as your location, skills, job-related knowledge, and experience. The compensation package may also include incentive compensation opportunities in the form of discretionary annual bonus or commissions.
